I. Framing:
The purpose of this document is to outline the scope of work, and provide context to project goals.
The South Coast Equity Coalition, serving Coos and Curry Counties, is a BIPOC & Queer-led coalition building on inherent community strengths to increase health equity for communities of color and those living at the intersection of race/ethnicity and other historically under-resourced identities.
Our work is seeded in a people-centered approach that prioritizes historically underserved and underrepresented communities along Oregon’s southern coast. We work collectively with state agencies, community organizations, and grassroot coalitions to mitigate barriers that block our priority populations* from thriving.
* Priority populations: Communities of Color, Tribal Nations with ancestral ties to Coos & Curry Counties, Immigrants and Refugees, Migrant and Seasonal Farmworkers, Low-income Populations, People with Disabilities, LGBTQIA2S+ Communities
We recently received funding to lead policy and systems change efforts to increase access to reproductive health care, education, and data-informed solutions.
The consultant will play a crucial role in conducting community outreach, data analysis, data share-out, and collecting qualitative and quantitative data to amplify the voices and stories of communities most impacted by a lack of access to reproductive health resources.
Our project seeks to transform reproductive healthcare structures through the employment of data justice, elevating community voices, and investing in our local reproductive healthcare workforce. The most recent reproductive health community surveys identified barriers to care including transportation, navigating insurance and/or cost of care, provider turn-over, and stigma from providers and office staff - which are some of the barriers that HB 2002 and HB 3391 seek to address, but which are not widely adopted in our region. Our first step is to conduct listening sessions with our priority populations as well as with medical professionals to gather qualitative and quantitative data regarding current strengths, needs, and gaps in how existing services are accessed and provided. Our next step will be to identify research-based and community-supported strategies for addressing identified needs and/or barriers and elevate the found strengths.
II. Project Overview:
The consultant's responsibilities will include, but are not limited to:
Community Outreach:
Engage with priority populations using methods that are trauma-informed, equitable, and accessible in order to build relationships and trust.
Conduct outreach activities to raise awareness about reproductive health services, resource gaps, and perceptions of safety in accessing services across our region.
Demonstrate knowledge on the topics of Reproductive Justice.
Data Collection:
An expertise in facilitating interviews, listening sessions, and community forums in order to capture qualitative data.
Build systems to collect quantitative data through surveys and other relevant instruments.
Ensure inclusivity and cultural humility in data collection methods and provide a channel for each community on how data will be used.
Data Analysis:
Collaborate with data consultants in order to identify trends, themes, and patterns.
Utilize data analysis reports to inform strategies for addressing barriers and advocating for systems and policy change.
Provide actionable recommendations on increasing reproductive health access going forward.
Data Share-Out:
Develop comprehensive reports summarizing findings from data analysis.
Fold in feedback with communities we engaged to ensure accuracy in the data collected and data sovereignty.
Present actionable recommendations to community members, stakeholders, and decision-makers in an accessible and engaging manner.
Project Management:
Develop and implement six-month project plan, ensuring timely and effective execution of activities.
Collaborate with relevant partners to coordinate project milestones.
III. Reproductive Health Justice and Policy Impact:
The consultant will work towards reproductive health justice by actively participating in efforts to influence policies and systems. This includes:
Policy Advocacy:
Stay informed about current reproductive health justice policies.
Advocate for policy changes based on the findings and insights from data analysis.
Systemic Change:
Collaborate with organizations and agencies to affect systemic change.
Work towards dismantling barriers and disparities in reproductive health.
IV. Reporting and Documentation:
The consultant is responsible for providing regular reports on project progress, challenges faced, and outcomes achieved. Documentation should be detailed and transparent to facilitate accountability and learning.
V. Timeline and Deliverables:
The consultant will adhere to a mutually agreed-upon timeline for project milestones and deliverables. This includes regular check-ins and updates on progress with the South Coast Health Equity Coalition.
VI. Budget and Resources:
Labor hour fees for services identified above shall be capped at $10,000. No other expenses shall be covered, nor are any benefits offered, under this scope of work.
VIII. Confidentiality:
The consultant will uphold confidentiality and ethical standards when dealing with sensitive information and community stories.
IX. Conclusion:
This scope of work document outlines the consultant's responsibilities in addressing barriers to reproductive health, gender-affirming care, and project management within historically underserved communities. The aim is to contribute to reproductive justice and create meaningful impacts on policies and systems.
